State. Maybe you think the flooded road is because of heavy down pour.
You are wrong. Road are either constructed without drainage. What a
state govt construct is "gutter". Where will the water go, when the
gutters are all filled with no channel to drain the water into the River
Niger? What you have is a flooded major road. You can now imagine how
the streets look like, if a major road is flooded. Street with no
gutter, much more a drainage
